Gates are priced separately from the fence run, so a quote that folds them into the per-foot price is harder to compare. In side and rear yards a gate may be up to 30 cm taller than the fence limit; in a front yard it may not. Set your gate count below, with or without the fence around it.

The rules that touch this job
In side and rear yards, a gate may exceed the height limit by up to 30 cm and an entrance archway may reach 250 cm. In a front yard, the 1 m limit applies to the gate.
Fence By-law s.5 and s.6On every lot, nothing over 75 cm within the triangle measured 2 m along the lot line and the driveway, where the driveway meets the street.

Can a driveway gate be tall if it is at the street?
Not in a front yard: the 1 m limit applies there, gate included, and within the 2 m driveway triangle nothing over 75 cm is allowed.
